Come Join the Navy Exchange Service Command (NEXCOM) as the new EEO Affirmative

Employment Manager you will join us in making the difference in not just

Overview Reporting to the EEO Director, serves as the Affirmative Employment

Manager for NEXCOM world-wide. Writes and implements NEXCOM EEO program

policies, instructions, guidance, and SOPs. Directs the NEXCOM AEP by

implementing the AEP Charter including producing the annual MD-715, standing up

NEXCOM Barrier Analysis Teams (BATs), directing the Special Emphasis Program

Managers (SEPM), and working with identified NEXCOM partners to address

deficiencies identified by the MD-715. Supervises a group of fulltime, part-

time, flex, and collateral duty employees. Serves as an EEO Manager for

NEXCOMs Model EEO Program. Must have and maintain current EEO Counselor and/or

EEO Investigator certification to hold this position. Key Requirements

Candidate must meet all qualification requirements by the closing date of this

announcement. A one-year probationary period will be required upon selection.

Social Security Card must be presented at time of appointment. If you are

selected for this position, the documentation that you present for purposes of

completing the Department of Homeland Security (DHS) Form I-9 will be verified

through the DHS E-verify system. Federal Law requires verifying eligibility of

all new hires. The Navy Exchange Service Command is an E-Verify Participant.

Incumbents of this position must be U.S. Citizens. Candidates/Incumbent must be

eligible for and obtain a Secret Clearance. Major Duties Exhibits strong

communication skills with a clear vision of EEO AEP Program mission. Exercises

discretion, independent judgment, and authority to formulate, interpret, or

implement management policies or operating practices; Provides consultation or

expert advice to management. Maintains knowledge of EEO laws, Supreme Court and

other court decisions, legal findings, EEOC legislation, guidance, and

regulations as well as DON and NAVSUP guidance and instructions to determine

impact on Commands serviced activities. Adheres to MD-110 and Title 29 CFR

1614. Reviews NEXCOM HR policies and procedures to determine impact on serviced

activities and recommends appropriate program and policy changes to CHRO via

EEO Director. Enters, tracks, monitors and maintains accuracy of EEO data in

all DON and NEXCOM mandated data systems. Conducts legal research including

application of case law to cases via legal research tools including, but not

limited to LexisNexis, Westlaw, and Cyber FEDS. Protects NEXCOM from sanctions

or penalties, conducts studies, organizational reviews and workforce analyses

to identify systemic equal employment problems such as under-representation in

professional series or agency policies and practices that may have a disparate

impact on NEXCOM associates and applicants. Determines root causes of recurring

problems, complaints, and facilitates the removal of barriers through

development and recommendations of equal employment policies. Directs the

production of the annual MD-715 report to reflect the state of EEO at NEXCOM.

Strives to "move the needle" by addressing deficiencies noted in the MD-715.

Provides advice, guidance, and assistance on efforts to establish and maintain

a model EEO program in accordance with EEOC and DON requirements, including

proactively preventing discrimination through ongoing barrier analysis efforts,

implementing effective accountability measures, and conducting annual self-

assessment of the activity EEO program. Reviews administrative policies and

programs and recommends actions to take to eliminate barriers to fully

integrate minorities, women, and the disabled. Serves on committees concerning

position management, recruitment, training, promotion, job design, and

reduction-in-force. Directs the development and implementation of the NEXCOM

BATs. Responsible for FEORP, FWP, HEP, and DP. Provides leadership and

supervision of AEP staff. Prepares and manages the program budget.


Conditions of Employment

The incumbent of this position must file a Financial Disclosure Report (OGE)

Form 450, as required.



EXPERIENCE: Three years of experience in administrative, investigative,

technical or other responsible work that demonstrated possession of the

following: skill in written and oral expression; skill in investigating and

analyzing problems; skill to read, understand, interpret and explain technical

material such as written regulations, laws or court decisions; skill in working

effectively with others, regardless of their

socioeconomic background; skill in managing personnel; skill in delivering

training to a wide variety of audiences. AND SPECIALIZED EXPERIENCE: Four years

of progressively responsible experience including work of an analytical,

interpretative and judgmental nature. That experience must have demonstrated

possession of: Knowledge of the principles, practice, laws, regulations and

methods of Federal EEO and Disability Laws; Knowledge of personnel policies and

practices; skill in analyzing organizational policies and practices as applied

to the EEO Complaints Process; and detailed knowledge of the EEOC complaint

process and compliance laws. Work performed should include at least two years

specifically related to the EEO Affirmative Employment Program (AEP) including

preparation of the MD-715 and standing up Barrier Analysis Teams (BATs) and

Special Emphasis Programs (SEPs). Current certification(s) as an EEO Counselor

and/or EEO Investigator is Preferred.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the

high school level may be substituted for 9 months of experience, up to a

maximum of a 4-year bachelors degree for 3 years of general experience.
