Description

Frameworks & Standards Manager – Centre of Excellence
Location: Hybrid / East Midlands-based hub (activity-based working)
Contract: Permanent
Salary: Up to £45,677+ excellent Civil Service benefits

Are you a PMO professional ready for a strategic step up — without taking on line management?
If you enjoy shaping how projects are delivered, influencing governance, and embedding best practice across an entire organisation, this role offers a unique opportunity to do exactly that.

About the Organisation
This specialist public body plays a crucial role in addressing environmental risks and infrastructure challenges rooted in the UK’s industrial legacy. It oversees complex, high-value programmes that protect communities, manage environmental impact, and support national infrastructure resilience.
Operating nationally with a focus on public value, the organisation is committed to driving improvements in how projects are delivered. Its Centre of Excellence is central to that transformation — supporting governance, capability building, and continuous improvement across the programme portfolio.

About the Role
As Frameworks & Standards Manager, you'll work within the Corporate Programme Office to strengthen the organisation’s project delivery framework. You won’t be managing a team — instead, you’ll lead through influence, collaboration, and technical expertise.
This is an ideal next step for someone currently in a PMO Analyst, Project Support, or Delivery Assurance role, who’s ready to shape delivery standards at the organisational level.

What You’ll Be Doing
Designing and embedding frameworks, governance models, and best practice
Supporting project and programme teams through training, advice, and peer review
Leading the development of planning, risk, benefit realisation, and business case guidance
Measuring Centre of Excellence impact through KPIs and performance metrics
Providing expert input into project reviews, peer assists, and stage gate processes
Promoting consistency, continuous improvement, and capability building What We’re Looking For
A recognised project management qualification (e.g. PRINCE2, APM, Praxis)
Strong experience supporting or delivering projects/programmes, ideally within a PMO
Excellent knowledge of risk, planning, business cases, and benefit management
Confident communicator with experience engaging senior stakeholders
Experience delivering training or mentoring is a bonus
Familiarity with MoP, MSP, or P3O frameworks is advantageous but not essential Civil Service Benefits Package
Working in the Civil Service offers a range of benefits designed to support your work–life balance, financial wellbeing, and personal development, including:

25 days annual leave, rising to 30 with service (plus bank holidays)
Civil Service pension scheme – with up to 27% employer contribution
Hybrid and flexible working options
Learning and development support, including funded training and professional memberships
Access to staff networks, wellbeing services, and employee assistance programme
Retail discounts and lifestyle benefits through the employee portal
Excellent parental leave policies and career break opportunities Apply now to step into a role that offers strategic influence, professional growth, and the chance to make a meaningful impact across nationally important projects — all while enjoying the exceptional benefits of Civil Service employment
