The opportunity has arisen for a Highways Network Manager to join the Gloucestershire team. The aim of the role is to lead, inspire, motivate & manage their teams to deliver a safe, efficient and effective service by managing the safety defect process end to end. Reporting to the Operations Manager, the Network Manager will provide strong leadership & direction to the area teams & workforce generally ensuring a clear, shared sense of purpose & "one team" culture across the Highways Inspection, Scheduling and Routine Operations delivery teams. The Network Manager should ensure all employees are valued, empowered & motivated to deliver an efficient profitable service that is recognised by all stakeholders for its quality of service delivery, professionalism, workmanship, innovation, performance & customer care.

The successful candidate will be accountable for all aspects of reactive works, including but not limited to; identifying, scheduling and delivering the repairs on safety defects and emergencies across the county to meet agreed KPI's on Ringway's Term Maintenance Contract with Gloucestershire County Council. You will hold the statutory responsibility for the contractor with regards Section 58

The Network Manager will be responsible for and expected to:

Supervise the Highways Safety Inspection Team consisting of circa 14 Inspectors led by one Lead Inspector, ensuring the compliance with the Highways Safety Inspection Manual for Gloucestershire County Council.
Responsibility for the Scheduling Team consisting of 4 schedulers led by one Lead Scheduler ensuring defects are scheduled in line with KPI's in such a way to optimize resource requirements. This team will also cover the submission of TMA's generating permits for road space.
Routine Operations Team consisting of 4 area-based Contracts Managers who manage all work within their contractual area, you will direct these teams in terms of resource requirements to deliver on safety defects
Drive the performance of safety defect repairs and emergency response to meet contractual KPI's
Ensure Highways Inspections are delivered harmoniously with the Scheduling and Routine Operations Team's in line with available resources to enhance service delivery.
Ensure adequately trained resources are employed to deliver a resilient incident response.
Monitor and report on overall performance against defect data and productivity per resource employed.
Collaborate with the budget holder for reactive works and agree resource levels required to meet the demand of defects considering what exists and, with the inspection program in mind, what is likely to arise in the future.
Lead by example, be accountable for all Health, Safety & Environmental matters relating to your teams and deputise to the Operations Manager in the promotion of a positively managed H&S culture.
nsure safety meetings are carried out to programme, well attended by staff and workforce reps and that decisions and actions are effectively communicated across all areas of the division.
Review incidents & near misses, ensuring that trends are identified and safety bulletins produced to prevent reoccurrence.
Ensure the adequacy of risk assessments and method statements and that they are regularly reviewed by the operations teams.
Responsibility for the P&L of reactive works.
Ensure accurate and timely cost data capture, measurement of works completed and supporting evidence required by the contract to ensure timely cash collection & a positive cash flow by reducing WIP, debt & financial disputes with the client.
Review productivity performance to ensure root cause issues such as training, inappropriate plant and behavioural problems are addressed across the division.
Monitor fleet and plant utilisation, ensuring under-utilised equipment is off-hired quickly.
Seek and develop opportunities that will facilitate continuous growth and increased profitability

The Network Manager will have :

Highways experience
Good communication skills
Ability to manage multiple projects simultaneously
