Welcome to TRU East:

The Transpennine Route Upgrade (TRU) aims to deliver faster, longer, more frequent, and more reliable services across the north of England, from Newcastle, Hull and York towards Manchester and Liverpool via Leeds. 

The aim of the TRU East Alliance is to transform the East of Leeds route allowing people to travel faster, more reliably and in greater comfort between the North’s great cities. Providing passengers with more choice, more seats, and better facilities on a safer, cleaner, more environmentally friendly railway.

The Senior Buyer role provides a professional procurement service for the TRU East Alliance striving to achieve value for money and high stakeholder satisfaction. The role delivers outcomes and objectives as agreed with the Procurement Manager whilst also managing subcontract procurement for the programme of works. The Senior Buyer role sits in the Commercial Team for the TRU East Alliance and reports to the Procurement Manager.  As this is an Alliance wide role it will take instruction from Senior Management across the programme and provide support to the wider procurement strategy.

What you will be doing

Ensure that appropriate alliancing behaviours and ‘best for project’ approaches are always adopted, leading by example in the pursuit of successful delivery of the Programme to the benefit of all Alliance Members.
Negotiating directly with suppliers to ensure the Alliance benefits from the best rates and terms for the supply of goods and services.
In partnership with the Procurement Manager approve bid proposals and specifications to make recommendations on purchases.
Undertake supplier approval administration duties and supplier relationship building.
Progress purchase orders and communicate issues to the wider Alliance teams.
Arrange for delivery of ordered material to expedite flow of materials and meet programme schedules.
Placement of orders for Direct and Indirect materials, in conjunction with company guidelines.
Provide support to Project teams and wider Alliance disciplines on issues concerning purchasing.
Manage the tender process for subcontract packages through Asite.
Meet with operational teams and deliver their buying requirements.
Ensure savings, rebates and compliance are achieved in line with Alliance procurement strategy and associated policies and procedures.
Executing end to end procurement processes, including data collection, document preparation, negotiation, contract award, contract management and supplier relationship management.
Manage communication with suppliers and internal stakeholders.
Maintain auditable records in line with governance and contract.
Feed into the PPC weekly reporting schedule
Maintain / update the Alliance Procurement Schedule.
Embed the use of Asite with the project teams.
Undertake any other reasonable duties required in line with capabilities, the needs of the project, and the wider TRU East programme.  

Who we are looking for

Educated to degree level or equivalent in relevant subject or demonstrable industry experience.
CIPS or MCIPS accredited
Previous exposure of procurement experience as a Senior Buyer, gained within an engineering environment.
Proven ability to expertly use a range of relevant software.
Excellent interpersonal skills including the ability to communicate effectively and work collaboratively with all staff and external contacts at all levels.
Utilises negotiation skills where appropriate to influence position outcomes.
Ability to present and communicate complex data in a clear and concise manner ensuring clarity and understanding.
Personal resilience and ability to respond positively to pressure
