JOB SUMMARY:

The purpose of this position is to provide information technology expertise and senior consultation to health informatics scientists.



DUTIES:

"As a Information Technology Specialist, you will: Conduct post-implementation evaluation of operational informatics systems to measure their overall effectiveness in meeting stated objectives. Design and monitor the execution of software developing, testing and implementation plans to establish integration of new systems operations. Participate as a senior partner with scientists in the planning for new health informatics systems, establishing standards in areas as terminology, codes, documentation requirements, and data dictionaries. Develop standardized data for public and private health care information systems that advance improvements in health care quality, cost, and access through the routine use of information technology. Perform analysis on informatics information and recommend changes to improve IT system applications. Identify and recommends software and/or software modifications that can facilitate exchange of information between managed care and public health programs." ]

QUALIFICATIONS REQUIRED:

Minimum Qualifications: Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include designing, developing and implementing of Information Technology (IT) systems to integrate epidemiological and healthcare data and I have IT-related experience demonstrating each of the four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
