Description

We have an opportunity for a Senior Manpower Specialist to join our talented Professional Services team. The successful candidate will have experience with manpower requirements studies, planning and programming.



Typical responsibilities include:



* Defining the appropriate workforce mix (military, civilian, and contract personnel) to support the Defense Heath Agency mission

* Planning, organizing, and conducting manpower analysis and requirements determinations for DHA positions and mixing for military, civilian, and contract personnel, performing data collection, forecasting and optimization studies, coordinating with tri-service personnel systems and points of contact

* Providing input and analysis to a wide variety of Programming Branch activities to Program Objective Memorandum (POM) support; Joint Table of Distribution (JTD) (manpowers authoritative document) production; Budget Estimate Submission (BES)

* Supporting the allocation of the DHA manpower authorization levels over the Future Year Defense Program (FYDP)

* Supporting the development and coordination of Planning, Programming, Budget System (PPBS) input such as Memorandum of Agreements (MOAs) and Program Issue Papers

* Preparing and presenting briefings, and conducting follow-up actions to ensure continuous progress

* Performing studies that identify and validate the manpower requirements of administrative and shared-services functions

* Providing manpower requirement, organizational, programming and planning recommendations for efficient & effective usage of military, civilian and contract resources

* Supporting activities of the Defense Health Agency and the implementation of the National Defense Appropriation Act (NDAA)

* Validating manpower requirements and authorization on the Fourth Estate Manpower Tracking System (FMTS) to ensure that manpower management processes are followed and enforced



Requirements



* Bachelors degree in business management, hospital administration, or related field

* 7+ years of experience in the manpower related field working within the Military Health System or Federal Government

* Demonstrated ability to identify resource requirements, validate, manage and develop organizational solutions

* Strong leadership as well as oral and written communication skills are required

* Developed problem-solving and analytical abilities

* Strong customer service and interpersonal skills

* Excellent presentation & communication skills in both oral and written form

* Genuine desire to learn is essential

* Strong oral, written communications, influencing, interpersonal and organizational skills

* Experience with Microsoft Office, including Project, Word, PowerPoint, and Excel, and SharePoint.

* Ability to obtain a government granted security clearance (Public Trust)

* Microsoft Visio experience is desired

* Experience using Fourth Estate Manpower Tracking System is desired

* Experience working in the Federal Government is desired
